NWRB Strategic Plan (2006-2010)

Strategic Goals/Strategic Thrusts:

Goal 1:Improve availability and access to safe and affordable water supply and sanitation services, especially among the poor

  1. Creating a favorable and economically viable environment to support and sustain the growth of the water supply and sanitation sector
  2. Enabling water supply and sanitation service providers to achieve optimal operational efficiency and client satisfaction

Goal 2: Ensure sustainable development and management of water and related resources

  1. Spearheading collaborative initiatives for responsive and effective governance
  2. Operationalizing IWRM in selected strategic areas
  3. Promoting water stewardship (wise water use; pattern of use/consumption of water) among key water users
  4. Formulating policies and policy instruments in collaboration with other key stakeholders/partner agencies to address priority issues of the water sector viz: water use efficiency, water supply, water quantity and quality, water related disasters, flood management. The identified policy areas/current proposed 7-point policy agenda are:
    • Promotion of water use efficiency for the agricultural sector
    • Promotion of water use efficiency for domestic and municipal purposes
    • Identification of additional sources of water supply
    • Adoption of volumetric pricing for various users/usage; prevention of pollution and contamination of water resources to ensure quality of water supply
    • Water related risk management (e.g. prevention/mitigation of impacts of water related disasters, drought management)
    • Flood management (e.g. productive use of flood waters)

Goal 3: Enhance NWRB organizational effectiveness and operational excellence

  1. Institutionalizing a competency based, action focused, capacity development program for NWRB and its key stakeholders
  2. Improving a knowledge management system for NWRB and for the water sector
  3. Building stronger, broad based, multisectoral partnership and collaborative working arrangements across all levels or expanding linkages, alliances, partnerships with LGUs, GOs, NGOs and other relevant institutions
  4. Creating a more harmonious and productive water sector environment..Mobilizing support for strategic initiatives of NWRB and the water sector or Undertaking a high impact, highly visible, strategic communication campaign (to include advocacy and IEC, creation of pool of champions in all levels; common platform for IEC messages; popularizing and mainstreaming water related messages
